About
Alan is a Partner in the Firm’s Water Law and Special Districts Department and has over 25 years of experience in law and public policy. Alan represents public agencies and private landowners on all manner of water rights issues, public agency law, water transfers and project development. Alan serves as general counsel to numerous public water agencies, including agencies contracting with the U.S. Bureau of Reclamation for water supplies from the Federal Central Valley Project and for facilities operation, maintenance and repair, Joint Powers Authorities and individual public agencies responsible for entitling and constructing surface water storage projects, and Groundwater Sustainability Agencies in multiple basins throughout California that are implementing and enforcing the Sustainable Groundwater Management Act (SGMA). Alan advises his public agency clients on public finance matters, including compliance with Proposition 218 and Proposition 26, and in particular the establishment of rates, fees and charges as they relate to SGMA implementation and enforcement. He also advises clients on various transactional matters, including real property acquisitions and project entitlement, including compliance with the California Environmental Quality Act. Alan provides routine direction concerning open meeting and transparency laws, including the Brown Act, the Public Records Act, Section 1090 and the Political Reform Act. Alan coordinates client guidance on various litigation matters, including writ petitions, validation actions, groundwater adjudications and challenges to Groundwater Sustainability Plans.
Alan serves on the Legal Affairs Committee of the Association of California Water Agencies. He recently participated on the Committee’s work group responsible for drafting legislation modifying implementation of Proposition 218.
Alan’s experience includes serving as Senior Counsel to the Tejon Ranch Company, the owner of the largest continuous piece of privately-owned land in the State of California. Alan advised Tejon’s management on all facets of the Company’s business, including water issues associated with Tejon’s commercial and residential real estate developments and various regulatory and litigation matters affecting the disposition of Tejon’s water assets.
While in law school Alan worked full-time in the legal department of the retail division of UPS, supporting the company’s lead franchise counsel. Prior to law school, Alan worked on Capitol Hill as a Legislative Assistant to a member of Congress representing a portion of California’s Central Valley.
Alan was born and raised in Pasadena, California. He received his Juris Doctorate from the University of San Diego School of Law.
Alan resides in Bakersfield with his wife and two daughters.
